Biography
Tom has been in private practice since January 2000.
Prior to private practice, Tom served as the Director of the Division of Consumer Affairs for the Missouri Department of Insurance where he was responsible for drafting comprehensive managed care regulations, negotiating the settlement of a lawsuit over the conversion of a non-profit insurer to for-profit status, and negotiating settlements of market conduct exams that returned millions of dollars to Missouri consumers. Tom also established a process for external review of health insurers' claim denials, which was among the first of its kind in the country.
Tom graduated with honors from Harvard University (A.B.) and the University of Missouri-Columbia School of Law (J.D.). Tom was a member of the Order of the Coif and the Law Review, which published three of his articles.
Tom is admitted to the Bar in Wisconsin and Illinois.
